Neo联创张铮文公布治理架构与账目情况并宣布回归主网管理
BlockBeats 消息，1 月 1 日，NEO 两大创始人张铮文（Erik Zhang）与达鸿飞（Da Hongfei）互指对方独揽财权与缺乏透明度，张铮文就此表示，将回归 Neo 主网进行全面管理，捍卫 NEO/GAS 持有者的核心权益。与此同时，张铮文公布目前 NEO 治理架构，以及管理中的账目情况：
链上透明资产 (NEO/GAS)：
协议级透明度： 目前 Neo 基金会绝大部分的 NEO 与 GAS 资产均公开分布在 21 个初始节点地址及 1 个多签钱包中。
资产流向说明： 此前在达鸿飞要求张铮文退出基金会管理期间，应其要求，已有约 800 万枚 NEO/GAS 代币被转移至达鸿飞指定的多个多签地址中。
内部支付规范 (SOP)： 为确保核心资产使用的合规性，一直以来严格执行四步流程：(1) NGD 提出预算申请 (2) 达鸿飞进行审批 (3) 张铮文负责技术打款执行 (4) 财务入账。该流程的存在是为了确保每一笔核心支出的程序正义。
不透明资产（非 NEO/GAS 资产的风险）：
单人掌控： 除上述透明的 NEO/GAS 外，Neo 基金会持有的所有辅助资产（包括但不限于 BTC、ETH 及其他生态项目代币）目前均处于达鸿飞的个人实际掌控下。
审计缺失：张铮文称，这部分资产多年来始终处于「黑箱」状态，达鸿飞至今未能提供任何可供核实的财务报表、资产清单或审计证明。
